See the following Apple Support article for information on downgrading an iCloud storage plan: Downgrade or cancel your iCloud+ plan - Apple Support

If the other instructions there don't help, see the following from that same support article:

Tap Done. If you can't tap Done, make sure that you're signed in with the same Apple ID that you use for your iCloud+ plan. You can also try following these steps on a different device. If you still need help, contact Apple Support.

If you downgrade or cancel your iCloud+ plan, the change takes effect after your current subscription billing period ends.1

Yes, I understand you want to downgrade, I understand you cannot downgrade, but what you have so far not told us is what happens when you try to downgrade exactly.

Why can't you go into your system and tell it to downgrade? What happens when you try? Have you followed the steps in the support document linked to by Foxfifth above? click here ➜ Downgrade or cancel your iCloud+ plan - Apple Support

If you have followed those steps, where exactly are you getting stuck?

We can't actually help you, if you don't explain what happens.

No way for us to know.

Who you like to tell us what happens when you try to downgrade?

Do you get an error? If so, what does it say?

Are you trying to downgrade to a lower paid tier? Or to the free 5GB option?

Please explain clearly and in a s much detail as possible what happens when you try to downgrade, and how you are trying to downgrade exactly.

Well let me tell ya. A month ago iCloud came on my computer and said. I needed to have more gigabytes because I couldn't use the program that I was in so I decided to go for the 200 GB I don't need it I only need 50. I can't go into my system and tell it to degrade or downgrade to $.99 a month instead of $2.99 a month. Do you understand that. It's not hard it's not rocket science I want to go back to 50 GB and pay $.99 I don't need again 200 GB for 299. Do you copy or understand. When I try to do it, it won't let me.
