Find a missing person by phone number

My friend's father is in the military. After the russian invasion in Ukraine he took part in the hostilities. He went missing a year ago. All attempts to find out his last location have so far failed.

The local Ukrainian mobile carier claims that after a year it is impossible to find out this information (maybe they clear the database, etc.).

Is it possible to find out the last location of a missing person through his mobile phone number or Apple ID?

Can the missing person's daughter or other relatives request this information?

Find My can use the Find My network to help find devices even if they are not connected to the internet and, for supported devices, even if they are turned off or erased.
