Can bluetooth compatible hearing aids be connected to Apple TV? If so, how? Thanks

Any bluetooth speaker or earbud or headphone should be able to pair with Apple TV (4th generation or later) (2015 or later). One set at a time though, and it disables other audio output.

Please specify your model hearing aid, so that we may verify its capabilities through public online documentation.

Use Bluetooth accessories with your Apple TV - Apple Support

The procedure is to set the audio device to “pairing mode” (see its manual), then go to the Bluetooth page in Settings on Apple TV, find the newly discovered audio device listed there, and select it to pair and connect.

Once paired, it should be remembered for a next use, and for easier connecting though Control Center.
