Niw I have a document in my Notes how does one fax it
now I have a scanned document in my Nites. How do I send it

You can send it by mail by taping on the share icon in the Note or when the scanned PDF is opened.
If you really must send it by fax, you would need an actual Faxing application, there's quite a few in the App Store. There is no native fax support on an iPhone.
Once you have installed a faxing app, you can then use the same share icon in the notes App, and select the Fax app from the available apps there to send the PDF to. Then its down to the specific app how it can fax it.
