No, they're gone for good. However, if you have a Time Machine backup that was made before you deleted the shotos originally you can restore that library and recovery those photos. Just don't overwrite your current library and that will lose all new photos since the deletion.

Unfortunately, if you deleted the photos from the Recently Deleted folder or they've been in there for more than 30 days, they are gone. The only way to recover them would be reverting to an old iCloud backup where the photos did exist.
