Apple charging twice or more for one item

I play Candy crush and the game has "sweet offers" for $4.99 that I click on. I get the offer, but most of the time I am charged for two offers. When i request a refund, the reply is that it is not eligible for a refund. Recently I was charged 5 times for one offer! Credit company notified me of the double charges and got me the refunds. Now Apple has disabled my account. I'm being punished because of their mistake!!!????!!!
