When signing in to iCloud (iCloud.com), my wife just gets a white screen with the iCloud logo and a white box. Using the same browser, when I log in using my Apple ID, I get a full list of applications, files etc.
On her iPhone, can use Files app to see everything stored in iCloud (apart from the photos - which is what we are trying to download)

That's bizarre. Try going directly to iCloud.com/photos or use a different browser. If the issue persists, you may need to contact Apple Support.
it gets more interesting.... we tried on her MacBook and it worked! Then tried using my Apple ID on her MacBook and had the same problem. The only explanation is that you can't use another appleid on iCloud.com if the device you are using is already signed in with a different Apple ID (iOS/MACOS etc). Bizarre
