can I use an old inactive apple device as a non functioning device for wifi access

I have 2 wifi Controlled Telescopes, While I was cleaning I found my Old Iphone 7 and I don’t want to reactivate it as a phone or use it for ICloud I simply would like to use it as a way to control the one of the Telescopes whilst preserving the settings of the other because when I use the same device to control both of them the two telescopes become merged on the same wifi channel. That is if I power one down when I power up the other it thinks I am using the previous scope and uses the same setup. Is it possible to use an Old IPhone without going through the whole process of getting it on your carrier and attaching to your apple id and just use it as a device or does this go against Apple Security Standards and Protocol? My only other alternative would be to buy a cheap Apple Device to use but I would rather not spend the money given I have 2 devices albeit one is very outdated.

To clarify I would be using my old device basically like a remote control for the one telescope and nothing else and be using my current iPhone for the other telescope and everything else (phone, iCloud, messenger, ect) is this possible?

iPhone 13 Pro, iOS 16
