What happens when you try? Are you following the steps in the support document you posted from to "top up" your Suica card?

It's the CITI Mastercard that no longer works. I, too, added a Suica card over month ago for an upcoming trip to Japan but, over the last week, it no longer works. I've contacted CITI multiple times, including speaking with the fraud department, and they insist that everything is clear and I should be able to use it. I can't. It continues to reject payment. I've done searches and I see elsewhere that OTHER Mastercards work fine to add money to the mobile Suica but Citi's does not. So it appears that CITI is the problem, not Mastercard.

The workaround to use non-Japanese VISA credit cards requires the installation of the Japanese Suica app and registration. There is a step-by-step instruction and translation in the video above.

I tried again when it was business hours in Japan, and the transaction went through. So, please double check and you may be in luck.
Some issuers like CapitalOne limit according to the ATM withdrawal limit. In some cases users report Suica recharge works again after raising the ATM withdrawal limit.

VISA and Mastercard payment networks are blocking foreign issue cards for ICOCA use. Mastercard is not blocking foreign cards for Suica use.
When a transaction is blocked locally by the payment network (merchant acquirer), the card issue bank never receives a transaction payment request, they won't know about any block.
Citibank is a bank that issues credit cards under the authority of Mastercard International. Citibank isn’t blocking, it’s Mastercard. Citibank wouldn’t be aware of the situation.
I did use Mastercard and add the money one time successfully but not the second time, it gives me payment not completed and I called my credit card company they said they didn’t decline or block payment and told me it should be problem with apple, what should I do to fix it
My credit card is with Citi bank and I had used it to pay to ICOCA card through Apple Pay once without any problem, but would not work when I tried it the second time.
The only foreign issue card working with ICOCA now is AMEX, Suica has the most foreign issue card support.

That’s really strange, I’ve just called Citi Mastercard company and they said they don’t show any payment decline or block right now and they did even approve payment to ICOCA in July
