I have activated some setting on my iPhone that I can not find a solution for. I normally do not have this blue background colour on these tabs. Normally it is just the text which is coloured. It occurs in all apps which uses tabs.

Just an explanation for future visitors to this thread:
This “Blue coloured tab” shown in the top screenshot, is called a “Button Shape.” It can be turned off by going to: Settings > Accessibility > Display & Text Size. Now, turn off Button Shapes.
Sometimes, the above won’t work. That is a result of using the “Grayscale” Color Filter. The Color Filter does not have to be turned on to cause this issue.
So, on the same page where you found Button Shapes, tap Color Filters. Now, turn Color Filters ON, and checkmark the Red/Green Filter. Now, turn Color Filters OFF.
This will fix the issue.

I just checked my phone the blue highlight indicates you selected with library, for you, memories or search.
I did have Colour Filter deactivated, but when I activated and went through the list and then deactivated Colour Filter the problem was solved.
