Why is My Photo Stream shutting down? Is the cancellation for everyone or is it just happening to me?

My Photo stream is an old service and has already in 2015 been replaced by iCloud Photos and kept only running for for long time users with older devices, that could not be upgraded to use iCloud Photos.
