What happens when you take a screenshot and view it? eMail the screenshot to yourself, and then open it on another device. If this does not show then it is likely a hardware issue. If it does show, then is it likely a software issue. Go here: Take a Screenshot On your iPhone - Apple Support

I can confirm this on my end too. My iphone 13 pro suddenly started to receive a white flicker on bottom and top part of the screen. The flicker is too quick to take a screenshot. I never faced such issue earlier. I also keep my phone well maintained so there is no point of physical damage.
