You can easily determine if you have a hardware or software issue. A reliable method to confirm a screen or other hardware fault is to take a screenshot when the fault is evident - and then review the captured screenshot image...
When reviewed, if the lines/stripes are not present in the screenshot image, then you have demonstrated that you have a hardware fault that, sooner or later, may become sufficiently severe that repair or replacement of the iPad are the only options. If the lines are visible in the screenshot, the something other than hardware will be the cause.
Note: When reviewing the image, rotating the iPad screen orientation by 90°, from Portrait to Landscape, will ensure that the image does not coincide with screen defects if present.

If the test indicates that a hardware fault (as, given your description this is very likely) a visit to the Genius Bar at your local Apple Store is recommended - where the technicians will be able to test and assess your iPad. This will likely inform your next steps:

The tags appended to your post suggest that you have an iPad mini with iOS12 installed. This would imply that you have an iPad mini2 or mini3 - both of which Apple now classifies as “vintage”:

As such, repair will only be possible where parts remain available. That said, the cost (high) versus relative benefit of a repair will be limited.
Apple ended major update support for these models of iPad in September 2019 - although they continue to receive occasional “point” security updates, the most recent being released January 2023. These devices cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU capabilities and available RAM) for newer versions of iOS/iPadOS.
Some App developers have dropped support for iOS versions preceding iOS 13.x for technical reasons (often because APIs or software libraries upon which they rely have been updated in the new version of iPadOS, making their App incompatible with earlier versions).
Whilst many App titles remain compatible with your iPad, if you want or need to access to Apps requiring the most recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model that supports iPadOS16.
The cost of repairing your existing iPad represents a substantial proportion of a replacement iPad. Of current models, even the entry-level iPad9 has specifications and capabilities that will massively outperform you current iPad - supports iPadOS16 - and is compatible with current Apps . Other models are more powerful still.
dear,
i see from screen shot, that i do see the lines in screenshot.
The curved black lines that you illustrate are not a software or hardware defect - but are an element of your wallpaper image - or applied markup.
Choose a different wallpaper:
Settings > Wallpaper > Choose a New Wallpaper
After wall paper change, the
lines still continue to appear
To reiterate, a visit to the Genius Bar at your local Apple Store is recommended - where the technicians will be able to test and assess your iPad:
