Is there a way to generate emoji faces using the front camera on the phone? Can’t the software take a snap and cartoonize it to make an emoji?

We assume you're referring to the Memoji feature. If so, this requires using the steps outlined in Use Memoji on your iPhone or iPad Pro - Apple Support

Thanks. The capabilities are really very limited, entirely user built. I would have thought that image based Memojis would be relatively simple to generate these days.
