I read an earlier article that said you could only send Apple cash to individuals if they are here in the US. If I am traveling in the UK, can I get cash from someone else who is a US citizen it is also traveling in the UK?

Apple Cash is only available to US residents. It should not matter if one or both of the parties involved in the transaction are not physically in the US, so long as they both have their region set to the US and they both have Apple Cash accounts.
