Regarding your first question, no, an Apple Pencil isn't included with an iPad.
For your second question, the screen resolution is dictated by which iPad model you're using. While we don't know your exact model, this link shows the tech specs for up to three different models. You can choose your model from the drop-down box for one of the three that's showing, and you can then view the resolution it has under the 'Display' option: iPad - Compare Models
