Game Center not transferring progress
it's logged into the same iCloud and same Game Center accounts and only has progress on the original device. It won’t transfer to the new phone or the iPad. All devices have current iOS as well.

Depending on the game, save data may be stored on the device. Did you transfer data from your old device to the new one? Transferring data, in addition to signing in is the best way to ensure you have all of your data.
