Voicemail Greeting Keeps Defaulting

My voicemail greeting keeps switching from customer to default and only switches back to custom when I access the “Greeting”. Apple Store said it’s the carrier and they have nothing to do with it, however I have a completely new carrier now and it’s still happening so it must be an issue with the voicemail application. Please help!
