XCode 10.1 is apparently the last version that will run on High Sierra.

According to this Discussions thread, that version of XCode cannot build apps for the App Store.

App Submissions to Apple App Stores must use Xcode 14.1 and/or the iOS 16.1 SDK… and be running macOS 13.0 or later which would require you to own one of these Macs that supports Ventura 13.

XCode requires a Mac running macOS 13 or later. You most likely need a new Mac.
A side note: The App Store listed my iMac as "Works on this iMac" under Compatibility, despite the fact it's running Monterey. It won't install though.
I could reproduce that on my Monterey 12.6.7 installation too. Not the first time compatibility has been out of sync with Xcode version. I have 14.2 installed on Monterey… d'oh.
