When I plug my iPhone into my iMac, Photos launches, and then re-launches, even when the phone is unlocked and after I re-unlock it. This will repeat even if I quit (or force-quit) the app manually. Rebooting makes no difference.

You can only reinstall Photos by reinstalling the whole OS.
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.

Here is something that you should check:
Connect your iPhone. With the iPhone selected in the Photos Sidebar, there will be a box like this at the top:
Make sure it is NOT checked.
