I am at a loss to understand "moderate viewing mode" which has no defined meaning to Safari, but I surmise you are being prohibited from doing something with it, despite verifying something by clicking "con off" ... which I don't understand either.
Is it possible that your iPad is managed or "supervised" by an institution such as a business or school? Read MDM restrictions for iPhone and iPad devices - Apple Support.
Are you using a VPN? Don't.

Currently, my Safari is stuck in moderate viewing mode. When I attempt to turn it off. I click con off. And then verify I am . And then hit agree. And it does nothing. It stays in Moderate mode.
