This cannot yet be done directly in Photos. In the next system version you will be able to save the subject as a sticker and add it with Markup to a photo, or use it directly in other apps - Apple is promising this in the iOS 17 preview: iOS 17 Preview - Apple
For the time being, copy the subject of the photo and use the Share menu to save it somewhere, then find a third-party app that can combine two photos, like Pixelmator or others.
