A couple of weeks ago I had the AT&T store to transfer from one ipad to a new one. He said it would take a couple of hours. He said everything would transfer over. He said I could take it home to let it finish transferring. However, not all of my games nor facebook transferred. I know I can put facebook on again but I don't want to lose my special games. I don't want to start them over. What do I do? Do they back up to the cloud?

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

Apps themselves are not “transferred” between devices. Instead, assuming the Apps remain available for download - and are compatible with your new iPad - your Apps are simply downloaded and installed again from the Apple App Store. Where Apps are available, this process is usually automatic.
All Apps that you purchase are forever tied to the AppleID account from which they are purchased. All devices that are signed-in to iCloud and the App Store with the same AppleID are able to download and install the same Apps - without having to pay again.
If you had already restarted both devices and tried again, I
would back up the old iPad and the restore the backup to the new one using iTunes
