Can’t recall how to enable bluetooth on my mid 2012 refurbished MacBook Pro

How can I restart the bluetooth app on my refurbished 2012 MacBook Pro? Until I do I can’t link my iPhone 12 mini and my hp desktop together again. Please help me out.
