How do I get a white border on the RHS of a Chart?

I had a chart that had no right hand white border and somehow months ago I managed to find a way to add a right hand side border (I thought by using 2d-2Axis and hiding he data of the y2 but when I look this chart it's a 2d -Line. Pls see double parallel red line on top right chart with white border.

Any ideas?

Also in Chart Options: What does the border button/tick do, as far as I can see it makes no difference to any of my charts?
