If the person you bought the watch from doesn't remove the watch from their account, you have bought yourself a totally useless Apple Watch. Apple won't unlock it. We can't help you unlock. If you can't reach the person who set up the watch or don't know them, either try to get your money back or recycle the watch as it will never work for you.
