Music on iPhone not syncing with iPad

iPhone 13 iOS 15.5.1

iPad Mini 4th Generation iPados 15.7.7

Music settings on both - sync library ON.

I have music in my iPhone Music that appears in my music on iPad but greyed out - "This song is not synced across your devices".

I only have iPhone and iPad - no PC or Mac.

How do I get the music to sync?

See If songs are missing from your music library after you turn on Sync Library - Apple Support. iCloud Music Library will exclude certain content, such as purchases from a different Apple ID, duplicates, very long/large files, too low bitrate, etc. That might explain why some content from one device hasn't made it to the other.

If needs be see Recover your iTunes library from your iPod or iOS device - Apple Community to recover all of the media on the iPhone into an iTunes/Music Library, then convert/resample any ineligible content.

Thanks to all who replied - the solution seems to have been to install Windows (something I was trying to avoid as I use GNU/Linux - I did try in a virtual machine but it didn't work) and open iTunes. That seems to have synced all my music across three devices - iPad, iPhone and iTunes for Windows. Seems a very convoluted way to do something quite simple!
