how do I change my address in my billing ?

Go to Settings > [name on top] > Payment & Shipping. This is the address used for Apple Store purchases.
Even though the iPad is not capable of using Tap to Pay, if you needed to update your Apple Card billing address, here is the Support Article to do that:
