I have a new iphone 11 and my daughter put a password and forgot it and it hasn't been connected nor activated yet. I did a default restore and every time i swipe for recovery it says failed, then locks back for 2-3hrs

If you prefer to troubleshoot the issue yourself:

Wondering if you tried proceeding as for a forgotten passcode might help (ie: if your Apple ID lists the iPhone) :

(NB: If you can't follow the steps in the article below, you can use a computer to reset your device.

or If you can’t get your iPhone to show the recovery mode screen and you need help, contact Apple Support.)

If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support
