Wondering which apps. Seems Apple's in-built apps are updated for free along with the iOS update.
Many apps in the App Store are also free ... else a price is listed.

Apple does require you have a payment method listed in your Apple ID account for the first time you use the App Store or iTunes, even if you are downloading free apps.
Payment methods that Apple can accept in your country or region: (Eg: sometimes you can just use a gift card)

Else for previously purchased apps, I guess it is up to their developers if they charge for updates.
