Hello, i'm trying to transfer some files from my iphone to an offline windows 10 pc but after downloading the windows itunes installer on a different phone and transferring it to the computer the file sharing screen is blank, some investigation suggested that this was a bug in the version of itunes i had so i was wondering where i would obtain an up to date installer for itunes. Thanks for your time!

See Use iTunes to share files between your computer and your iOS or iPadOS device - Apple Support for more on the File Sharing mechanism that should be present in iTunes. Note that Apple favour sharing via iCloud Drive. Depending on what app you ultimately want to get the data into you may need to use this instead of File Sharing to get the data where you need it.

I may be wrong, but I do not think your method is possible.
You're using an installer, not the programme itself. If I'm not mistaken, an installer simply tells the computer where to go (online) to fetch the remainder of the (possibly large) programme from. So the file you are using is simply trying to get online.
