Where does the QR code display?
I get the response saying use the QR code below…. But only a cancel and OK button with no sign of the QR code.
what am I doing wrong?

The shortcut you’re using seems to be failing for you, but the same shortcut is working here.
The following results are from iPadOS 16.5.1 with the current Shortcuts app in use:
Check for an update for iOS or iPadOS update. Check for updates for the Shortcuts app, too.
PS: The generated QR might not be entirely correct for WPA3, FWIW. See chapter 7 here:

Where exactly is this happening? Typically, you use the camera in your iPhone to scan a QR code, which leads you to the QR code destination. One can't honestly do anything with a QR code, which might appear on your iPhone screen.

The reason for QR is so that guests can access the Wi-Fi easily. Same principle as guest Wi-Fi in offices for example so non permanent users needing access can just use a printed QR
I don’t get it … but I’ll go investigate and figure it out. First time using shortcuts and just used the shortcut provided OOTB by Apple.
That's not an Apple app, you're using, so reach out to the app developer for help with their product. I'm honestly not sure why you need to QR your Wifi, when your phone has HotSpot capability. But again, you'll need to contact whoever makes this app for help.

Depends on the context. If you buy a movie ticket online, and the site sends you an e-mail with a QR code (for you to show to the ticket taker at the theater), you could print the e-mail (and take the printed code with you to the theater), or show the ticket-taker the QR code in the e-mail on your phone.
The ticket taker would then point their own scanning device at the piece of paper or the iPhone screen to scan that QR code and confirm that you had purchased a ticket.

thought I was replying to a user asking about the Shortcut that creates a wifi QR code (QR your Wi-Fi). The resulting message has no QR code image and I think it should

Yes, that's true, but that's not what the OP is referring to here.
It may be a shortcut you're using, but again, it's NOT an Apple app you're using the shortcut with.
You can make the QR scan by the control center. But you most setting the control center first. On setting you can make the QR Code scanner show (in control panel setting)
