You can use a Windows10 PC running iTunes for Windows.

Download and use iTunes for Windows 10 - Apple Support

Note: If you’re running iOS 15.2 or later, you might be able to reset it w/o a computer:

If you see an iPhone or iPad unavailable message or Security Lockout screen – Apple Support (AU)
