my apple id won’t work to sign up for apps, i meet the age requirement so i don’t know why it won’t work
it says when i click the “sign up with apple” button that my is cannot be used to create accounts for other apps

Seems that first, if you haven't already done so:
you may need to sign in (to your Mac or device) with your Apple ID,

Also you need to have a passcode, FaceID, or touch ID enabled on the Mac or device you use.
You could check if your MacOS, iPhone iOS, iPadOS or other device's version is up-to-date.
