Zombie Eyes

Trying to have eyes cloud over, a zombie effect. I'm using Draw Mask, which works fine when the face isn't moving but looks jumpy otherwise. Is there a way to "pin" the effect to a certain moving point in the image, or is there a plug-in I can buy that can make this easier? Right now I'm doing frame-by-frame. I don't mind the work, but it doesn't look good. Thanks in advance for your thoughts!

Unfortunately, one cannot use tracking with a Draw Mask directly (as far as I can tell); but tracking does seem to be the right thing here.

I don't have time to make an example here, and anyway Mark Spencer would explain it much better than I could, so I leave with a link to something that should be readily adaptable to your needs:

The part about tracking in general starts at about 8:30; the part about tracking effects masks (which I think applies directly to your task at hand) starts at about 20:00 in.
