in app purchase not allowed yet on settings it says allowed, what can i do?

Hello

I have a problem on iphone 13 mini over past month, that am not able to make any purchase, it always shows this message "In-App Purchases are not allowed"

When i check settings, i find the option under Itunes & App purchases are all set to allowed, even the in-app purchase, so any idea what should i do?

Ofcourse i have tried to set it to dont allow then allow it back, but the problem is still there with all apps.
