This means you or someone else entered the wrong passcode too many times. If you actually know the correct Passcode, you'll have to wait until you are offered the option to enter it on your phone. If you don't know the passcode, your ONLY option is to erase your iPhone and if you have been regularly backing up your iPhone, restore it from backup. If you don't have a backup, your data is gone and there is no way around that.
