All of it? If so, that usually means switching the devices to different Apple IDs.
But if, for instance, you want to separate Photos, you might turn off iCloud Photos on one device, and leave it enabled on the other. Same for shutting off mail, or some other functions.
If you want to loan a device to somebody else, you will definitely want to switch to a different Apple ID.
So… that’s a simple question, but with different requirements, and different possibilities.

The answer depends completely on the specific type of information, as well as where you keep each type housed when using it on your iPhone.
