Apple Spain not accepting overseas c/c

Why wont Apple (Spain) accept a c/c from another country when setting up for Spanish iTines Apps. I understand if I put in a Spanish credit card it will work but I dont have a Spanish credit card. We have a second home in Spain; I have a Spanish mobile phone which i use for all my time in Spain. I want to be able to access apps specifically for Spain (Carrefour being one of them) but I cant because Apple wont let me register my phone as Spanish without Spanish c/c details. All banks work internationally, I have a UK based euro bank account but cant use this with Apple iTunes. Is there a legal restriction that applies to Apple but not financial services? Cheers!

Quick update for info purposes. I have found a You video guiding one through the steps to change country without using a c/c. In my case it was for a free apps not a paid for app & wasnt an Apple restriction but

an App developer restriction. When going through the steps to change country, i selected use phone number to validate location (other choices are available). All sorted now thanks to a YouTube post 👍

Ask Official Apple Support in Spain, please see link below. But these types of restrictions are usually associated with verification issues with your identity and limitations and differences with local banking regulations.

Thank you for the link, its a little bit difficult as I don't speak Spanish & the communication would be in the native language (understandably). In Spain everything is done by NIE/NIF number to prove identity & I could provide that but it doesnt ask for that. Sadly I know it is what it is. Ironically i have a Spanish bank card but its registered to my UK address & itunes wont accept that because its not a Spanish address. Square pegs in round holes or 80/20 rule on IT development I would suggest 😉
