Find my friends

For almost three years with countless updates, resetting and refreshing my phone, turning on and off location settings for everything. I still cannot connect to the server for find my friends. How do I fix this or will I just never have access to this feature? I have searched this forum far and wide, tried every trick and tip and still nothing.
