I recently uninstalled Apple Motion. Not realizing that it would affect my plugins in Final Cut Pro, now I am attempting to download it again, but it shows that it is installed in the App Store. It only allows me to update the app, but does nothing because it isn't installed.
First, you do not need to have Motion installed in order to use Motion Templates in FCP.
Second, what usually happens when you don’t see an option to download is that there is some copy of Motion still there somewhere, perhaps in a connected external drive. Could that be the case here?
I noticed that after I deleted Motion I was no longer able to see the plugins that I use to create Titles. The plugin is called "Mtitle Hype". See attached screenshot. You will see that the plugin is broken.
This is a product from MotionVFX. Again, it can be installed for Motion, but Motion is not required.
Their page mentions something called mInstaller, a tool to install and manage their plugins and templates, apparently. I have not used their products.
My guess is that you may have also removed this mInstaller thing.

for how to use that tool. It is possible that you need to reinstall that, and use it to install that template.
Getting back to Motion, did you check for other possible copies of it in one of your drives?
It is a good idea to keep Motion around.
