If a Web browser can't verify a server certificate, that indicates that there is a problem on the server.
Certificates often have expiration dates, for security reasons. Sometimes Web site operators, or the providers of signed installers, fail to update their sites or installers with new certificates, and a site or installer which is actually safe looks unsafe as the result.
Other times, failure to verify a server certificate means that the site or installer is not from the people or company whom you think it is from. It's a warning to run away as fast as you can from the bogus site or installer.
The only people who can fix an invalid server certificate error are the people who operate the Web site or built the installer. They need to apply for a new, valid certificate and then sign their stuff with it.
People will sometimes work around expired certificates in installers by artifically turning their date/time back – but if you don't absolutely, positively know that the installer is from a trustworthy source, this is a risky thing to do. It negates the extra protection that certificate expiration dates provided in the first place.
