Why doe's Safari 16.5.1 fails to open several legit sites that Firefox has no issue with.
I have three extensions. Ad blocker (ABP), ABP Control Panel & 1Password for Safari. Also I use Express VPN. I’ve tried closing and quitting both to no avail. My desktop is a Mac Studio Apple M1 Pro. With Ventura 13.4.1 OS. No Betas.
Unless the VPN is required for your work, I would also disable and uninstall it. Unless you're using it to connect to a secure server, all you're really doing is giving a third-party access to your traffic data.
No issue with Home Depot's site here. But then, I have an ad blocker installed (Ka-Block!). It could be the ads themselves causing Safari to balk with its new security update.
Without knowing which sites you mean, it's impossible to answer your question.

Generally happens with sponsored ads on Google.
What device are you using? Do you have any ad-blockers installed?
No issue here with Home Depot and I do not have any Ad Blockers installed. Do you have any Extensions installed on Safari at: Safari > Settings > Extensions?

To confirm, you disabled those extensions in Safari, restarted Mac, and same result?
