I registered a debit card on my wife's mobile while I had changed my apple id and now that I have reset mine I cannot add the specific card to apple pay

If you have modified your Apple ID to a different country from the country where the Card was originally issued then you may not be able to add.
Note: All countries do not support Apple Pay.
To use Apple Pay, it's important to note that the ability to add a Debit/Credit Card to Apple Pay is dependent on the country associated with your Apple ID.
