i found this phone and am trying to find the owner but theres no sim or info to find anyone

First, thank you for wanting to reunite the phone with its rightful owner. Second, there's really no way you can find the rightful owner. Apple doesn't get involved in lost or stolen goods. The best thing you can do is turn the phone over to the authorities where you live and hope the owner filed a theft or missing device report.

If you have found a device, turn it on and see if there's a message. The owner may have done this:

The SIM card only has the telephone service information on it.

Turn it over to the authorities, or lost and found if applicable.
