Yes, as you've indicated, this is usually due to a Security Lockout screen on the iPhone: If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support
If it's not related to that or Passcode Lock, check to make sure the iPhone is being operated at an ambient temperature of 0º and 35º C (32º to 95º F). The message may indicate that the iPhone is unavailable at the moment due to built-in protections to keep iPhone from overheating: If your iPhone or iPad gets too hot or too cold - Apple Support
