Accessing iCloud Drive on Windows:

Yes.

Two methods...

A. Go here: https://www.icloud.com/iclouddrive

B. iCloud for Windows: Download iCloud for Windows - Apple Support

Transferring OneDrive to iCloud:

Perform this on a Mac, as it would be more user-friendly doing so...

Go Here: Download files from OneDrive to your device | Microsoft Help

  1. Download: all files in OneDrive. They will be compressed into a ZIP file
  2. Save: the ZIP file to your Desktop
  3. Decompress: the ZIP file
  4. Open: a Finder window
  5. Drag & Drop: the decompressed folder to iCloud Drive.
