Why am I not seeing iOS 16.5.1 (a) update on my iPhone and iPad?

Why am I not seeing this update on my iphone and Ipad ? On my Ipad it did show a label saying there was a security update but when I go to settings and click at the top left list where it says there is a software update it takes me to the software update page and then it says everything is up to date. But the number still only shows I am on the 16.5.1 without the (a)

I already have the toggle turned on for security updates so why am I not getting it ? My iphone has the same problem, but here it doesnt show the label with the number 1 telling me there is something to install. But on the ipad it shows that label but there is nothing there to install when I check.

According to About Rapid Security Responses for iOS, iPadOS, and macOS - Apple Support

the download is automatic. If it isn't happening and your devices meets all the conditions for receiving updates (such as wifi) then contact Apple.

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
