Why can’t I redeem my 3 free months of Apple Music after purchasing the Apple AirPods Max

The official Apple website, says

I only see mention of new subscribers. Nothing about returning.

I'd start by contacting Best Buy and tell them the offer does not work for your purchase.

You could try to contact Apple Support, but I think Best Buy needs to give you a new link and I don't think Apple Support can control this or give your Apple ID a promo that was offered via a third party (such as Best Buy).
