Not getting all texts to my new iPad Air

I'm not getting all texts delivered to my iPad Air. There are quite a few texts that were received by my iPhone and Macs that do not show up on this new iPad. Is there some setting I'm missing? Message Filtering from Unknown Senders is off and SMS Filtering is set to none.

I did not have this problem with the older iPad Air that this one replaced and I transferred all settings from the iPad to this one.

If you have an iPhone - and both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...

On your iPhone:

Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your new iPad from the list of devices.

Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:

Settings > [Your Name / AppleID] > Messages - set to ON
